The resolution property of algebraic stacks

We prove the equivalence of two fundamental properties of algebraic stacks with affine stabilizer groups: being a quotient stack of a special kind, and satisfying the resolution property, which says that every coherent sheaf is a quotient of a vector bundle. This generalizes a Theorem of Totaro to non-normal and non-noetherian algebraic stacks.
